PORTLAND – Two employees of the Cumberland County Jail’s health care provider have been fired for allegedly writing bogus prescriptions to obtain narcotics, authorities said Thursday.

The sheriff’s office identified the two as Timothy Toto, 38, of Benton, a physician’s assistant, and Beverly Collins, 62, of Portland, a licensed social worker.

They had been working for PCM Inc., which has been providing health care for jail inmates since late October.

No charges have been filed against either Toto or Collins. Sheriff Mark Dion said detectives have referred the case to the Attorney General’s Office and the U.S. Drug Enforcement Administration.

Evidence will be presented to a state grand jury and to the Bureau of Licensing and Medicine in Augusta, Dion said.

Detectives said the two suspects acquired the drugs Xanax and hydrocodone [Vicodin] by fraudulent use of prescription pads and through a telephone refill procedure used by PCM.

Investigators cited 12 incidents targeted at three pharmacies in Portland and one in Waterville.

Officials would not comment on the intended use of the drugs that Toto and Collins were alleged to have acquired fraudulently.

The investigation was prompted by a report from a PCM staff member that was relayed to the sheriff.
