I enjoyed the commentary by Adam Markham and Rusty Russell (BDN, July 21-22) regarding innovative efforts to implement the Kyoto Protocol without actually having the Senate ratify it first. Can we try that for installing President Bush’s judicial nominees and a hemispheric free trade agreement?
