Man accused in kidnap attempt charged with soliciting murder

WATERVILLE – A man accused of trying to abduct an 8-year-old girl from the Waterville Wal-Mart last month faces new charges of soliciting the murder of his wife and their son, authorities said Tuesday.

Richard P. Decca, 56, offered $10,000 to a fellow inmate and later to an undercover agent to kill his wife, Nancy Decca, 55, as well as their son, Chad Decca, 26, if he got in the way, police and prosecutors said.

Decca was apparently angry with his wife for cooperating with police after he was charged with unlawful sexual contact with a 1-year-old girl in Waterville, District Attorney Evert Fowle told the Morning Sentinel newspaper.

He had been out on $300 bail for about 24 hours when he led the 8-year-old girl out of the Wal-Mart into the parking lot, where two men intervened, police said. The girl was uninjured and was reunited with her family.

Decca was indicted on charges of kidnapping, attempted kidnapping, attempted unlawful sexual contact, criminal restraint, assault, violation of the conditions of release and failure to give his correct name after the Wal-Mart incident.
