PORTLAND – Portland officials are delaying a decision on a zoning change proposal that would allow for commercial development on the Maine State Pier.

The city-owned pier, which is the home to the Casco Bay Lines ferry service, has been losing money and needs repairs.

The proposal would create a new waterfront zone that would include the state pier and the nearby Ocean Gateway cruise ship terminal. It would allow nonmarine uses that don’t displace marine uses, except for homes, casinos and amusement parks.

City councilors heard from more than 20 residents and business owners Monday on a range of suggestions regarding zoning on the pier.

Supporters believe rezoning the pier would save tax dollars and help the local economy. Opponents said the pier is one of the few waterfront spots where the public has easy access to fish or to watch the sunset.

The proposal holds the potential for a hotel and office building on the pier, but several members of the City Council objected to a hotel.

Councilors voted to have their community development committee work with the planning board to refine the proposal for consideration this fall.
