A puzzling protocol

It amazes me that when a bomb threat at the Hannaford in Millinocket was phoned in, the first impulse of the store manager was to lock the doors and seat staff and customers on the floor by the courtesy desk. To do what, wait for the bomb to go off?

I should think that the first priority in such a situation is people’s safety, and that means getting them out of the store in an orderly manner as soon as possible.
