The Board of Environmental Protection approved the following consent agreements in August to remedy violations of environmental regulations:

Robert Allen of Freeport, for dredging and filling a freshwater wetland in Freeport without a permit: apply for an after-the-fact permit, remove the fill and restore the wetland if the permit is denied and pay $700.

Douglas Carter of Boothbay Harbor, for placing fill and disturbing soil in a freshwater wetland on Lobster Cove Road without a permit: remove the fill, stabilize the disturbed areas and pay $650.

William Frazier of Cedar Knolls, N.J., for filling a flood-plain wetland of Pushaw Stream and Dead Stream in Alton without a permit: apply for an after-the-fact permit, remove the fill and restore the wetland if the permit is denied, pay $1,000.

John F. Hofbauer of Greenville, for constructing a breakwater on Moosehead Lake after a permit expired, for using materials that weren’t allowed and for placing fill adjacent to the lake such that it could wash into the lake: apply for an after-the-fact permit for the breakwater as constructed, remove it if the permit is denied, pay $500.

Donald Koslosky of Bath, for falsifying waste-water treatment plant records at the plant in Bath: a three-year suspension of his treatment-plant operator’s license. Koslosky also received a six-month jail sentence with all but 45 days suspended, a requirement to perform 200 hours of community service, a year of probation and a fine of $2,000 after pleading guilty in court to 14 counts of falsifying records.

Owen Lawler and Alvin Fleming of Eastport, for beginning construction of a multiunit housing development in a shoreland zone without a permit: redesign the project so that DEP approval isn’t required and pay $2,194.

Derry Longstreet of Dexter, for disposing of septage at an unlicensed site on Lane Road in Ripley: pay $2,000.

MacMillan Co. of Brunswick and Brilliant Developers Inc. of Topsham, for violating conditions of a permit for the MacMillan subdivision in Brunswick by disturbing a 75-foot buffer strip along an unnamed stream: comply with the terms of an after-the-fact permit to modify the buffer strip, replant with bushes and trees and pay $3,000.

Maine Central Railroad in Waterville, for violating the hazardous waste management rules, failing to pay fees for transporting oil and hazardous materials, for discharging oil and for failing to immediately report and clean up those discharges: comply with the rules, pay the required fees, redesign piping in the turntable pit and pay $25,000.

Maine Department of Corrections in Machiasport, for violating a waste-water discharge license: rehabilitate sewers and treatment system.

National Alum Corp., Mesquite, Texas, for beginning construction of a regulated development on Snelling Road in Livermore Falls without a permit: replant the disturbed area, dispose of the stumps in accordance with solid-waste rules and pay $7,000.

Anthony F. Poulin of Winslow, for disturbing soil and causing erosion into a tributary of Emery Brook in Fairfield without a permit: install erosion control measures, apply for an after-the-fact permit, restore the area if the permit is denied and pay $2,000.

Renaissance Yacht Inc. and Arthur D. Henry of Thomaston, for using creosote pilings in violation of DEP rules and of its permit for constructing facilities on the St. George River in Thomaston: remove the creosote pilings and pay $2,250.

Romano Contracting Co. of Emery’s Mills, for excavating and filling adjacent to Pump Box Brook in Shapleigh without a permit, resulting in erosion: pay $750.

Shaw Acres Community Association of Gorham, for placing fill adjacent to Sebago Lake without a permit, resulting in erosion: remove the fill above and below the waterline, submit an erosion control plan and pay $1,000.

Robert Wardwell and Sons Construction Co. Inc. of Bucksport, for disturbing soils adjacent to an unnamed tributary of the Orland River in Orland without a permit: install erosion control measures and pay $500.
