WASHINGTON — President Bush on Friday announced he will name Charles L. Cragin of Portland chairman of the Board of Veterans’ Appeals.

Bush also will name Katherine D. Ortega, the former U.S. treasurer, alternate representative to the United Nations.

The president also is naming Roscoe Burton Starek III, deputy director of personnel at the White House, to be a Federal Trade Commission member.
