BANGOR — Green fees and season permit rates will not go up at Bangor Municipal Golf Course for 1999.
City councilors on the municipal operations committee voted Tuesday afternoon to follow the recommendation of parks and recreation staff and keep the fees at the 1998 levels.
There have been a few changes and clarifications in policy, as presented Tuesday by course pro Brian Enman.
Juniors playing under a family permit will not be allowed to play before 2 p.m. on weekends, or between 4 and 6 p.m. weekdays, unless playing with a parent. That change will have all juniors — permit holders who are under 18 — governed by the same rules.
Senior permit holders will have to be at least 62 and be residents or real estate taxpayers of Bangor. They may not play on weekends until after 3 p.m.
Season permits, except for juniors, will include four nine-hole passes for the nine-hole course when payment is complete.
Regular permit holders also have to be residents or real estate taxpayers of Bangor. If renting, they must provide landlord’s name and telephone number on the application.
Permit holders will have to pay one-third of their fee as a down payment, one-third by March 1, and the rest by May 15.
Councilor Patricia Blanchette questioned whether non-residents should be given the resident rate just because they paid taxes in the city. She said she thought the intent was to serve residents first.
Parks and Recreation Director Dale Theriault said that residency had been the requirement until it was changed some years ago.
Enman said that last year’s decision not to count junior permit holders as part of the 260 season permits allowed freed up many slots, and that had helped a lot.
Blanchette said that the question probably would come up again once permits filled up and were hard to get.
City Manager Edward Barrett suggested that if the council made a change at some point, it might want to consider implementing the change only on new season permits.
