Peoples Heritage Bank has announced the promotion of Allen L. Campbell to assistant vice president and Phillip L. Martin to assistant vice president in the commercial lending department, both at the 77 Exchange St. branch in Bangor. Campbell will continue to manage daily operations in his role as business development and sales manager. He joined the bank in 1994 and previously served as a branch manager and a mortgage loan officer. Martin joined the bank in 1996 and has served as a commercial credit analyst, regulatory accountant and assistant financial analyst at Peoples.

Harry A. Lanphear has been appointed chief information officer for the state of Maine. He will direct the executive branch’s information and telecommunications policies and standards, and act as the governor’s principal liaison in the technology area. He is a former longtime executive of Central Maine Power Co.

Morris Yachts of Southwest Harbor has announced the hiring of Steve Weiss as chief

engineer. He completed a residential program in small craft naval architecture from the Yacht Design Institute in 1983 and has been involved in yacht

design since then. He also writes articles for various boating publications.

The Loring Development Authority of Maine has announced the hiring of Ed Nickerson of Mapleton as executive director of the Loring Applied Technology Center. The center, one of seven designated business incubators in the state, will be located in the former Base Exchange at the Loring Commerce Centre

Dirigo Investments Inc. of Ellsworth has announced the hiring of Jeffrey H. Waring as a senior vice president and David S. Nealley as an investment consultant, both located at the company’s Bangor office at 1 Cumberland Place. Waring has been in the investment business since 1980. Nealley has 16 years of investment and business experience.
