Consent agreements approved

AUGUSTA — The Board of Environmental Protection approved the following consent agreements in March and April to remedy violations of environmental regulations:

M. Jerome Chase Jr. and Ellen Chase, Eliot, placing fill in and disturbing soil adjacent to a freshwater wetland in Eliot without a permit. Remove fill, revegetate and pay $750 in penalties.

Charles Chouinard, Oxford, creating a gravel pit in Poland in excess of 5 acres without a permit, recycling waste asphalt in the pit without a permit. Cease excavation, remove asphalt, reclaim the pit and pay $2,500 in penalties.

Country Acres Associates and Green Acres Mobile Home Park Inc., Brewer, failure to monitor or control effluent from waste-water lagoon for trailer park resulting in discharges of septic tank effluent to a tributary of the Penobscot River. Upgrade waste-water treatment system, limit housing units, and Country Acres must pay $20,000 in penalties.

Maine Central Railroad, Waterville, violations of license limits for the discharge of oil and grease from the engine house and refueling facility in Waterville. Develop best management practices to reduce discharges of oil and grease, upgrade existing oil-water separation system and pay $20,750 in penalties.

Donald and Dorothy McBrearity, St. Francis, filling and disturbing soil adjacent to, and the discharge of soil into Eagle Lake in Eagle Lake. Reconstruct road to avoid runoff, revegetate disturbed areas and pay $500 in penalties.

Fred McGillan Co., Fort Fairfield, and Bruce and Doris Mason, Monticello, dredging and filling in, and discharging soil into an unnamed brook in Monticello. Abide by the terms of after-the-fact permit, if approved; remove and restore, if denied. Pay $750 in penalties.

Clyde and Nina Ross, Readfield, creating a subdivision in Readfield that required a site location permit without first obtaining a permit. Provide funding for new well for one lot, preserve buffer strip and pay $2,250 in penalties.

H.E. Sargent Inc., Stillwater and Eastport, failure to abide by permit conditions for a stream crossing at Eastport Airport resulting in the discharge of soil into the stream. Stabilize disturbed soils, comply with erosion control requirements of permit and pay $3,000 in penalties.

Donald Briere Jr. and Robert Briere, East Hampton, Conn., placing fill in and adjacent to a freshwater wetland in China without a permit. Temporarily stabilize disturbed areas; comply with conditions of after-the-fact permit, if approved, and remove and restore if denied. Pay $1,200 in penalties.

Carter Realty Trust, Portland, bulldozing beaver dam and placing fill in and adjacent to an unnamed stream in Belfast without a permit. Stabilize disturbed areas, compy with conditions of after-the-fact permit and pay $1,900 in penalties.

Donald Hager, Atlantic Highlands, N.J., dredging a pond in and adjacent to an unnamed brook in Freedom without a permit. Comply with conditions of after-the-fact permit, if approved; remove and restore, if denied. Pay $1,500 in penalties.

Rod Megquier, doing business as Rod Megquier’s Septic Vac Service, Phillips, disposing of septage at an unlicensed site within 100 feet of a tributary of the West Branch of the Carrabassett River in Salem Township. Pay $1,000 in penalties.

Adrian Pray, Bradford, disposal of septage on 5 acres of unlicensed area adjacent to a licensed facility in Bradford. Cease use of unlicensed site, install locked gates and pay $500 in penalties.
