It is unfortunate that Rep. Snowe should make such a blatantly partisan, emotional, and ill-founded attack on Sen. Mitchell (BDN, Aug. 2). As our representative in Congress, she should be well aware that it is up to the president to submit an initial budget proposal each year. Unfortunately, the president’s proposed budget for fiscal year 1991 was based on very unrealistic economic assumptions (growth, interest rates, etc.). Consequently, he found it essential to revise those assumptions and admit the fact that his earlier budget proposal would demand a far greater deficit.
It is also regrettable that the president, while acknowledging the need for such a disastrous revision in deficit predictions, did not exercise similar responsibility in revising his original, faulty plan so that the next, far larger deficit could be handled in a more restrictive budget….
